Developing a Regulatory Framework for Autonomous Vehicles: A Proximal Analysis of European Approach and Its Application to ASEAN Countries

Abstract Autonomous vehicles (AV), a new innovative product of the automobile industry designed on basis artificial intelligence (AI) technology, thereby capable operating without direct human control, are believed to be future transportation. Hence, as with most great development AVs would eventually limited if regulatory changes not implemented time. ASEAN, one world’s leading emerging markets, has accepted arrival and allowed producers introduce autonomous semi-autonomous cars for customers. However, ASEAN countries, exception Singapore, have yet enact regulations governing AVs. They facing number challenges in determining legal status AVs, creating certain restrictions establishing platform production, sales uses this AI-driven product. This article will analyse framework four countries—Indonesia, Thailand, Vietnam. It then attempts assess approaches toward Germany, France, Netherlands, suggest some effective solutions ASEAN.
